CYS is designed to prevent and reduce juvenile delinquency and violence. The program is built on organizing community members into committees and the committees address community conditions effecting youth, young adults and their families. The community committees are independent, autonomous units comprised of community volunteers and youth, at minimum, working towards changing the community environment and improving the lives of all community residents.
