A powerful and respected advocate, Illinois Collaboration on Youth (ICOY) is the unifying voice of human service agencies serving children, youth, and families at the State Capitol where laws and funding can impact your mission.

Whether it’s state funding to ensure that you can recruit and retain an effective workforce, professional licensing policy, juvenile detention practices, or Medicaid reform, ICOY advocates within the legislative and executive branches on behalf of members and the children, youth, and families you serve.

We partner with you to build brighter futures. ICOY member organizations are as diverse in size, programming, and structure as the children, youth, families, and communities they serve. What they have in common is a commitment to serving the needs of the children and youth of Illinois. Some of our member benefits include:


ICOY advocates within the legislative and executive branches on behalf of members. Our policy team monitor analyzes, and acts on legislation that affects children and youth facilitates an open dialogue between public officials and private providers and convenes providers to shape practices and policies that improve outcomes for children and youth.

Representation in the field:

ICOY staff attend meetings and serve on committees across the state on behalf of the membership. We advocate and serve as a voice in the room when issues are discussed and decisions are made that will impact your work with the child welfare system, homeless youth and the juvenile justice system.

Cost-saving opportunities:

Members receive a 25% discount for Council on Accreditation (COA) accreditation and re-accreditation fees. ICOY members can also get discounted rates on electricity and gas for their facilities through APPI Energy.

ICOY is also partnered with BenElevate and PSLF Jobs to offer 20% off their services to help member organizations recruit and retain their staff through the promotion and use of the Public Service Loan Forgiveness (PSLF) Program. Check out our announcement video for more details.

Nonprofit Insurance Solutions

ICOY has partnered with Nonprofit Insurance Alliance (NIA), the leading insurer of the nonprofit sector. In this difficult insurance environment, where many nonprofits are struggling to get the coverages they need, ICOY members now have an excellent new option in insurance providers. Job postings:

We promote members’ job openings through postings on our website and social media. If you’re an ICOY member and would like to post an open position at your organization, please fill out the form on our Job Board page.

Discounted training:

ICOY members receive up to 30% off of ICOY training, customized for their staff needs, on topics such as trauma-informed care, positive youth development, cultural diversity and awareness, and more.

Email updates:

Our weekly newsletters include breaking news, analysis, funding opportunities, and resources curated to be of special interest to our members’ staff.

ICOY's Virtual Community:

Our Virtual Community, built on the Slack messaging platform, offers members the opportunity to collaborate, connect, and share information across more than 10 topic-specific channels including: executive leadership, human resource professionals, fundraising and development, child welfare & youth service providers, and much more.

Member event promotion:

Members of ICOY are welcome to submit a request for an upcoming event to be included in the weekly Thursday Digest. The newsletter is sent to nearly 500 emails with a consistent open rate above 25%.


  • Events will be included for two weeks, at maximum.
  • The deadline to submit a request is Monday at 5:00 pm for Thursday inclusion. Requests submitted after the deadline will not be included until the following week.
  • Incomplete requests will be sent back for completion before inclusion.
  • We suggest submitting the request three to four weeks before the event date.

Members-only events:

Twice a year, ICOY hosts events -- exclusively for the benefit of member organizations and their staff. Member events include:

    • Presentations from high-ranking state officials and politicians
    • Workshops on relevant issues in the field
    • Opportunities to network with peer organizations from across the state, and much more
